The Government Services Building existing 4 bulb, 2 magnetic ballast fixtures used nearly 140 watts per hour, whether or not all the bulbs are functioning. Also utilizing a lower watt bulb doesn't reduce wattage as the wattage use is based on the draw of power determined by the magnetic ballast.
The newer T8 bulb fixture with electronic ballast is much more efficient at reducing energy cost.
The chart below compares the old T12 fixtures with magnetic ballast with the new T8 electronic ballast. (These valves were determined using a Kill-A-Watt meter)
